Although organizations can develop plans, expand their resources, and add personnel with expertise in responding to different threats and hazards, the planning process cannot move beyond the theoretical if exercises do not validate plans. Having the right equipment and personnel to respond to a critical incident may provide insight into what an organization’s response capabilities can accomplish.
