Who we are Chicago’s emergency planning and response coalition

CHSCPR endeavors to promote and aid in developing emergency preparedness plans, mitigation strategies, and response and recovery capabilities for the healthcare system within the City of Chicago.

The Chicago Department of Public Health (CDPH) receives direct funding from the U.S. Department of Health and Human Services Administration for Strategic Preparedness and Response (ASPR) for the Hospital Preparedness Program (HPP). CDPH and its healthcare system partners have been conducting the work of the HPP via the local Health Care Coalition, the Chicago Health System Coalition for Preparedness and Response (CHSCPR) since 2008. The HPP has existed at the federal level since 2002. The Coalition structure provides a framework that is inclusive of the emergency preparedness needs of all partners within the Chicago healthcare delivery system. The CHSCPR has organized its work around a number of committees, subcommittees, and workgroups, which are congruent with the ASPR HPP capabilities. Each committee or workgroup is comprised of an interdisciplinary team and is chaired by coalition members.

What we do Unifying and strengthening Chicago’s healthcare resiliency.

The Coalition partners with the emergency preparedness community to work across organizational lines to identify, prepare for, and address critical challenges.

Through the Chicago Department of Public Health, we facilitate connections to the city’s most vital resources, such as the Chicago Office of Emergency Management and Communications (OEMC), the Public Health Emergency Operations Center (PHEOC), the Chicago Medical Reserve Corps, as well as the over 400 identified local healthcare coalition partners. 

Our communication systems enable sharing of real-time information, subject matter expertise, best practices, and lessons learned.

We grant access to an organized system for resource sharing, ensuring the community has the necessary medical equipment, supplies, and trained and exercised personnel to prepare and respond to emergencies or medical surges.

The Coalition disseminates healthcare intelligence, surveillance, and situational awareness among and between member organizations and jurisdictional authorities.

We are strengthening the ability of hospitals and healthcare organizations to advocate for resources and regulatory changes to support effective emergency operations planning through the collaboration of a variety of stakeholders.

Coalition members gain opportunities to participate in events, exercises, and training courses designed to meet the requirements set forth by the Centers for Medicare and Medicaid Services (CMS) Emergency Preparedness Final Rule.  

We support disaster and medical surge functions of the Regional Hospital Coordination Center (RHCC) for Illinois EMS Region 11.
