The Chicago Healthcare System Coalition for Preparedness and Response (CHSCPR) will be conducting its annual exercise on Wednesday, June 4, 2025 from 8:30AM-12:30PM. This year’s exercise will combine elements of the annual Medical Response Surge Exercise (MRSE) with other priorities to include command activation, notifications/communications, resource assessments, patient transfers, patient reunification, and utility failure.

This exercise will include play for acute care hospitals and other non-hospital partners (e.g., dialysis, FQHC, long-term care, hospice, and home health). A severe weather scenario will be utilized to drive exercise play. Organizations will be expected to play at least at the functional level (e.g. activation of your command center). However, if they would like, organizations can also participate at a full-scale level (e.g. they will recruit live volunteers to serve as patients).


We only require one person to register on behalf of their organization.


The objectives for this year’s exercise are as follows:

Command Activation & Communication

  • CHSCPR acute care hospitals and response partners activate their command centers and staff.
  • CHSCPR initiates the mass notification process for the Core 4 (i.e., EMS, hospital, public health, emergency management), issuing and responding to alerts and requests for information.
  • Coordination within the command environment addresses key concerns such as reunification, utility failure, and evacuation.

Emergency Medical Services & Patient Management

  • EMS officials coordinate pre-hospital patient distribution, medical control, and mutual aid activation.
  • Acute care hospitals optimize staffing, beds, equipment, and supplies to manage the surge in patients.

Resource Coordination & Incident Support

  • CDPH supports the response with resource coordination, incident management, and guidance.
  • Non-hospital healthcare organizations address continuity needs, particularly in weather-related disasters.

Post-Incident Evaluation & Improvement

  • Leadership from each participating organization contributes to an after-action review to assess response effectiveness and identify areas for improvement.
