About Debra

Debra Shiflett-Picardi is an Emergency Management Program Specialist at Rush University Medical Center with more than 20 years of experience in emergency management, homeland security, healthcare preparedness, federal aviation security, and local government. Debra holds a Doctor of Management in Homeland Security and a PhD in Business Administration in Homeland Security. Debra’s academic research focuses on interagency collaboration and hospital preparedness in emergency management. Debra is a federally trained practitioner with expertise in FEMA doctrines and Joint Commission standards, and has extensive experience designing, conducting, and evaluating emergency preparedness programs and exercises. In addition to her professional responsibilities, Debra serves as an Adjunct Assistant Professor, teaching homeland security and crisis management courses. Debra’s career reflects a strong commitment to preparedness, resilience, and public service through leadership, education, and collaborative emergency management practice. Outside of work, Debra loves to cook, travel, and spend time with her family.
